On May 1, 2025, the Town of Rockingham received a Municipal Planning Grant from the Vermont Agency of Commerce & Community Development (ACCD) to pay a consultant (the Town hired Camoin Associates in a competitive bid and hiring process) to perform a Marketing Feasibility Study for preferred alternatives for the vacant upper two stories of the Hotel Windham, owned by the Windham Development Group (WDG). The WDG committed to pay the local match, and Camoin Associates was hired in September 2025. A steering committee made up of Town staff and property owners; Tony Elliott, Alan and Pat Fowler worked with Camoin on a biweekly basis providing photographs, historical input, prospective and data.

Camoin utilized robust data and drafted and presented a comprehensive report in March 2026 showing feasibility of housing and short-term stay options.

In April 2026, the Town and WDG presented  at Ciao Popolo, in the Hotel Windham lobby, Camoin's findings and secured public input on preferred alternatives for the future development and revitalization of the buildings upper two stories that have been vacant since the Andrews Inn closed in 1984.

This endeavor was a result of  recommendations by housing and state professionals who toured the 'model suite' built by Lucia Zachowski and Ken Kottke with funding provided by VT Rural Development Council and the Southern VT Economy Project and Brattleboro Development Credit Corporation, donations by Zachowski, Kottke, Ethan Allen furniture, Crown Point Cabinetry, Windham Antique Center, Shanks Electric and more, that coincided with the Bellows Falls Downtown and Historic Preservation Conference, a biennial state conference presented by the ACCD and Preservation Trust of Vermont in June 2024.
